During its official mission to the Philippines, the SIMS delegation visited Bulacan State University (BulSU) and formalized a new partnership through an MOU signing held on November 12, 2025. Bulacan State University, an institution with a distinguished legacy and a deep commitment to educational excellence, welcomed the SIMS team with exceptional warmth and professionalism. The visit kicked off with a cultural presentation showcasing the colorful variety of Bulacan — manifesting the university's pride in its traditions and its strong engagement with the local community.

Bulacan State University’s history dates back to 1904, giving it more than 120 years of academic development. What began as the Bulacan Trade School has evolved into a comprehensive state university recognised for high-quality instruction, research achievements, and continuous innovation. Today, BulSU serves tens of thousands of students and is widely regarded as one of Central Luzon’s leading public institutions, balancing long-standing tradition with a modern and future-oriented academic vision.

One of the major highlights during the visit was the signing ceremony for the Memorandum of Understanding. The ceremony was attended by senior university officials, including Dr. Elmira Thrina C. Pelayo, Chancellor of the External Campus, who underscored BulSU’s commitment to strengthening international partnerships and expanding opportunities for both students and faculty. The agreement signals the beginning of a long-term academic relationship built on shared objectives and mutual advancement.

The MOU outlines broad areas of cooperation, such as student mobility programmes, faculty exchange and professional development, co-creation of academic offerings, collaborative scientific research, innovation-focused initiatives, and joint participation in international seminars, workshops, and conferences. Both institutions expressed their commitment to fostering global exposure, enriching academic experiences, and promoting meaningful cross-cultural learning.

During the campus tour, the SIMS delegation explored BulSU’s modern academic environment, including updated laboratories, digital learning spaces, and interactive lecture halls designed to support collaborative education. Outside the campus, the delegation visited cultural and historical sites such as a local museum and a historic church, each offering insights into the region’s identity and heritage. The surrounding parks and cultural landmarks contribute to a well-rounded, culturally enriching experience—an ideal environment for future international exchange students.

The visit allowed SIMS to gain a deeper understanding of BulSU’s educational landscape, community values, and long-term aspirations. With its strong institutional identity, modern facilities, and dedication to student growth, Bulacan State University stands out as a promising partner for international collaboration.

SIMS is excited about the prospects of solidifying this relationship and co-developing programmes that will have a profound impact on learners, educators, and communities. The visit is the first step toward a long-term cooperation based on common goals, mutual understanding, and an agreement on educational progress.
